A peer-reviewed study in Nature Communications estimates that cobalt-hydroxide shipments from the Democratic Republic of Congo carried between 2,000 and 5,000 tonnes of natural uranium from 2000 through 2024. The peer-review file says a significant share went to China, less than 10 percent was declared, and as much as 3,000 tonnes may have ended up in unstable tailings inside the country. Reporting around the study says the authors found no evidence of intentional diversion for weapons.

The size of the estimate matters because it points to a long-running gap in mineral screening. The research says uranium was present in cobalt hydroxide, not hidden in a separate nuclear program. In this case, the public record already shows one documented instance in Finland where uranium from Congo-origin cobalt shipments was detected, separated, and placed under safeguards. That finding suggests the material can be found when screening is done.

Why the case matters beyond trade politics

The issue reaches beyond a single shipment or one refinery. Congo is a major source of cobalt, and China dominates cobalt refining, so even small gaps in screening can affect a large supply chain. The research and related reporting say the uranium likely traveled as a by-product of cobalt mining, which would make the oversight failure especially troubling for anyone focused on border control, industrial discipline, and energy security.

There is still an important limitation. The available reporting does not provide a complete cargo-by-cargo chain from mine to refinery for the entire period, and the estimate is model-based rather than built from direct sampling of every shipment. Even so, the core finding is clear enough: uranium was present in some Congo cobalt exports, and officials in Kinshasa are now saying they will review the reports while the broader safeguard questions remain open.
